It depends on your server configuration. usually we create swap file.
I have a 4GB RAM/60GB SSD hard drive VPS with Ubuntu 14.04 x64. No swap file was created. For my purposes, I have plenty of disk space, so I’m fine giving up some for a swap. Would it be recommended for me to create one, and if so, what size?
