In an old blog post, I read:
"You can record & upload live webcam videos directly"
But I can't figure out how to do this. Is it still a feature?

It was there via Kaltura in BuddyPress-Media 1.x branch which is no longer supported. It works with BuddyPress 1.2 which is not recommended anymore.
We will be bringing this feature as a premium addon around July 2013.
