Is it possible to create rt media albums from the wp dashboard? i have not seen the option to do that.
Also how could I do bulk upload potentially with a csv file to create multiple albums in batch format?

Yes, we have wordpress album feature in rtMedia-PRO -> https://rtcamp.com/rtmedia/addons/pro/. You can see it from rtMedia settings under WordPress tab.
You can also add default albums in rtMedia-PRO. It is used to set a global album as the default album for uploads across your site.
Sorry to say, but there isn’t any option for bulk upload right now.
