Is there a way for admin to approve any images that are submitted, before they are shown on the website? I know it’s possible for users to report images, which will then flag them for admin to check, but this is not what I’m after.

Yes, we have an addon rtMedia Moderation using which user can report the uploaded media files.

If site admin selects value “0” under moderation settings, all the media first goes for approval to admin before shown them publically.
